Have I understood this correctly that the reduced rate only applies when paying external contractors rather than DIY projects?

Have you seen anywhere why the reduced VAT is simply not applied to insulation at the point of purchase from a retailer?

My understanding is that the government wants all retrofit work done to standard and taking into account any existing structural issues. To encourage this the 0% VAT can only be applied by qualified fitters, who themselves buy in at full VAT rate. The zero rate also doesn’t apply for other uses of the insulation, such as sheds or garden rooms, or even insulating your caravan.
The same applies to solar and batteries.

There should be a way for householders to complete parts of their home retrofit plans themselves, possibly getting the work approved after completion. Getting a competent installer/fitter normally costs far more than the VAT saved.
